The Team comprises six groups, each headed by a senior lawyer, providing legal advice & representation in the following areas:
- Housing
- Enforcement
- Debt
- Litigation
- Licencing
Mark Cooper, Head of Law, Dispute Resolution and Compliance
Mark qualified as a Solicitor in 2005 but started his career as an outdoor clerk with the London Borough of Southwark issuing and serving court papers, before becoming a Legal Assistant dealing with housing. He has worked at the London Borough of Camden (dealing with commercial property conveyancing), Royal Borough of Kingston upon Thames (debt litigation) and London Borough of Wandsworth initially leading on debt litigation before returning to housing litigation.
In October 2016 he transferred to SLLP where Mark specialised in Housing and Anti-Social Behaviour and for many years Mark sat as a Committee member of the Social Housing Law Association.
David Fellows, Assistant Head of Law, Dispute Resolution and Compliance
David qualified as a Solicitor in 1990 whilst with the Royal Borough of Kingston upon Thames having joined the Council in 1985 as a Trainee Legal Executive.
After being admitted as a Solicitor David stayed with the Council working across a range of areas including litigation and in regulatory enforcement and working his way up to Joint Acting Head of Legal Services and Deputy Monitoring Officer.
In 2013 he transferred to SLLP when Kingston and Sutton joined the shared legal services as Assistant Head of Law for the then Litigation Housing and Planning Team. He continued to be Deputy Monitoring Officer for Kingston until October 2019.
Lisa Wilson, Assistant Head of Law
Lisa started her career in private practice in 1998 providing advice to local/central government clients in relation to debt litigation before joining the London Borough of Wandsworth as a legal assistant dealing with civil litigation matters, specialising in debt recovery including service charge recovery/ forfeiture, Adult Social Care matters, Anti-Social Behaviour in addition to housing law. In October 2016 Lisa transferred to SLLP managing a team covering the above areas, before deciding to focus primarily on housing litigation for the shared service, working her way up through the ranks to become Assistant Head of Law.
Her extensive background in litigation enables her to approach issues strategically, balancing legal risk with the operational needs of local government. Lisa is experienced in handling complex and sensitive cases, where a pragmatic and collaborative approach is essential.
Lisa is committed to supporting colleagues and clients in navigating the evolving housing landscape, with a focus on delivering clear, practical and legal sound solutions and outcomes which are effective and align with the clients priorities and wider objectives.
